Have deleted and reinstalled over 20 times now.

Best first or second post ever. Hopefully we have this figured out now. After a few contradictory test results, the mechanics seem to working somewhat more consistently.
I give up. I put Quimby in the town hall writing a book on ethics and overnight he got two hearts - and from two different people.
It happened on another building too - I don't remember exactly which one again, but again it had only one person in or around it.
So apparently in a rare circumstance a character *can* get more than one heart - there must be some timer that resets and it's less than 8 hours.
Is the Town Hall the first building you see when you enter your town? My characters on my "entrance point" are the ones that get multiple hearts; and I've proposed that is caused by people quickly tapping an already claimed card when they enter your city, before it disappears.
I did not see a reference in the first post about the homeless premium characters. Are they able to receive Valentines if they are in a random building? SVT in the theater, Kang at his ship, Kerney in the Brown House, Nick in a house?
BTW agree that the chance of a two card recipient is from visitors tapping in quick succession.

I haven't been paying a lot attention, but I don't think I've collected any Valentine's from the "homeless" premium characters. I'm about 98% certain that the card shows up on the building that the character came with. I'm leaving a little room for error due to the shifts in what has been observed over the past 72 hours.
I'm going to be sure to lock the homeless up for the next week. Maybe we'll get some results.
Also wondering if when a character's task time runs out and the town owner has NOT released them if they can still receive cards. I'm thinking they must.

Anyone else notice since the update there is a glitch in pimento grove? Parts of it are missing and I noticed the same glitch when I visit other tows the same missing parts. It does not effect the game but it is a glitch since the update.
..or the building that the characters current task is associated with. (Cleetus digging through garbage will result in a card on Cleetus' Farm,
I still think you should get rid of this from the original post, or any reference to tasks because its giving people the wrong idea. i can see the logical leap that if cards are associated with the characters and their buildings, then it also must have something to do with tasks. but this simply isnt true. tasks have absolutely nothing to do with getting or giving hearts or cards.

I wish I had had the presence of mind to get a screen capture, but I tapped a card in a neighbor's town that was hanging over a building still under construction! There were only 3, and sometimes the cards disappear, so I tapped it. Methinks it was the flower shop by its footprint. Beyond weird, right?
Theres a new glitch im getting, Im not getting updated after people have visited my town, im getting hearts by clicking on places where there should be cards, like the icon for a vday heart never appeared but i collected a heart when i click on them the same way i would if a card had been there? I noticed this as i was collecting the money from quests
