If you look in your event page, go to the Gnome tab, it shows what level the gnome is at and what the payout is for said gnome. That's what you get after tapping him out. Level up for more goodies.
Well yeah... I knew that. But I always get the same amount of that no matter how many times I manage to hit the dang thing. I keep losing it in the crowd because I only have one street section and all my characters gang up there and make it hard to see the Gnome.
But every time I hit the Gnome stuff fountains out. I'm so busy chasing the Gnome (and it's so tiny) that I can't tell what it is. I saw something about Guilt Dust somewhere, but don't remember anything else about it.
I think you are seeing dust as well as the other stuff. I would also like to know if finding the elf at a neighbor has any effect on the neighbor. So far it doesn't seem to.
It's the three items. Check the gnome box upgrade pop-up. It will list the maximum payout. The more you upgrade the box the higher the payout. Looks like an increase of 2 each except for dust.

I was wondering this too, and any benefits to all others for visits?

Did the latest update change the way you get the gnome? Before there was a target that if you followed would take you to him. Now when I tap on his box it says he's in my town go find him. So small and I've searched for hours...
Always check if you can upgrade before you chase him as that will increase the payout. The items used for upgrading are JUST for upgrading so use them as soon as you can.

Thank you, problem solved.
