The little guy who keeps saying no is Last exit to Springfield and the Stilts I can remember is The Great Louse Detective, and Barney burping is $pringfield (or how I learned to worrying and love legalized gambling)

I'm pretty sure the last one is where homer catches apu cheating on his wife. The first time he walks backwards from the kwik-e-mart all the way home.
The second time he's on a ladder and see's apu and his wife after they get back together. He 'hops' backwards away to the music.

I think the episode you are referring to is season 4 last exit to springfeild, regarding the scenes where the plant workers are voting to go on strike over the loss of there dental plan

    Quotes from the episode

    CARL
I move that Homer Simpson be out new Union President. All in favor?

    ALL
    Aye!

    CARL
    All opposed?

    MEEK VOICE
(from back of crowd somewhere) Nay.

    CARL
    Congratulations, Homer.

The crowd picks Homer up, cheering.

    THEN LATER IN THE EPISODE

    HOMER
Fellow workers, I've been meeting with Mr. Burns day and night, and I've had enough.

    ALL
    Strike! Strike! Strike! Strike!

    CARL
All in favor of a strike?

    ALL
    Aye!

    CARL
    All opposed?

    MEEK VOICE
    Nay.

    HOMER
    Who keeps saying that?

The crowd parts to reveal a meek guy and a big guy at the back of the room. The meek guy speaks.

    MAN
(pointing to big guy) It was him. Let's get him, fellas.

Everyone beats up the big guy. The meek guy chuckles.

Hiya, as said before, the first episode is definitely Last Exit to Springfield, where Homer and the plant workers go on strike because Mr. Burns cuts out their dental plans and Lisa needs braces. The second, I am really not sure of, as Barney did this in a few different episodes, if I recall. The last one may be the Sweetest Apu, but Homer is not on stilts, but on a ladder. This could be wrong, but the only other stilts Homer used that I can think of are the pogo stilts used for a gag in Homer's Phobia and the Great Louse Detective, although you said that that episode was out of the question. I hope I helped some. :)

You're welcome. The second episode may be $pringfield, with a dollar sign as a 's'. Marge gets a gambling addiction and during this episode, Barney does burp and the crowd responds with a yeah! Hope this will help :)
