I know I never bought him because I remember thinking, "Why spend doughnuts on a NPC that I will never see again?". I'm assuming that was the thought of other players too.
I bought him and, very very very occasionally, I see him scurrying around my town. He's tiny but he makes a cute noise when tapped.
I remember feeling completely ripped off when I bought him though, as the guinea pigs that were tapped during the event did a really cool cartwheel before disappearing, so I thought this guinea pig would do.
But no, all he does is a little jump and then he runs off again.

The horse is in the shed. When tapped, he whinnies and you can see his eyes through the slat.
