Do you have characters free to start it? Check your quests, I bet you missed one.

I have let all characters roam around. Only one quest in progress. Uninstalled,and reinstalled game twice.

You will need to send characters on their first flight at the Airport and finish that quest and then when you begin the second flight for your characters the buildings become available.

Nope. I'm on third quest now. No buildings.

All that I can suggest is that if you don't get them soon contact EA support and hopefully they'll be able to add them to your game.
