How to unlock the dam?

I unlocked bart , he gave me a task of unlocking cecil i did exactly that but then he gave me the task of unlocking the dam it said invest 20 million. As I pressed go it said I need for Cecil to run for mayor I used some doughnuts as i completed the task it did nothing. please help. how do I unlock the dam?

Does Cecil have a questline you need to complete? Has your aspirational item finished building? Do you still have 2 million dollars?

I've completed the questline with Cecil and Moe I think it's that one your on about yes I have over 2 million and I have the aspirational item built

The tasks also appear in Cecil's task list. Are they there? You might try a uninstall/reinstall ( as long as you have an Origin ID), and make sure you have plenty of space on your device. I'm out of suggestions, so you might have to contact EA for more help if that doesn't work. Let me know what happens.

No - at the top of my post it says $2,000,000 OR an aspirational building.
