You mean before I burn them at a stake? I kid....depends on the neighbor and depends on the time. Over a month, sure, unless you are very special, under a week, no, unless I am not a fan of your town. This said I am honestly getting to a point that I cannot delete anyone.
I used to drop inactive friends every few days. Now I'm locked out due to the harp lock out glitch. But I can still log in to see my friends list and I'm down one friend. Others will continue to drop me as I am involuntarily inactive.
Ironic, isn't it? We log into our accounts but cannot enter our towns. Friends see that we log in regularly, yet leave them no hearts. OH the HUMANITY!
During the active times (Halloween, Christmas, VD) I tend to delete friends that haven't logged in for 4-5 days. It just gets annoying to go to their towns and waste my time looking for a card or whatever an it isn't there, day after day. Other times I would not bother. Also can't be bothered to try to track who actually visits and who doesn't, too much effort
Also don't tend to delete and find it to much bother to follow. Might start though as have some rather heavy house farmers in tow. Had a couple of friends delete me though. Oh the shame and hurt of it all.
In reverse I do like to have some low level players amongst my friends and watch them level up through time.

Or they could be locked out of their game with this bloody "harp freeze" glitch. You might try a PM to see if they are just unable to get into their game before deleting them.
There are several variables to consider. This VD update is like a rose with thorns. I like knowing who has visited; however, if someone has 100 friends, how in the world is she able to clear valentines fast enough to leave openings for others? Each neighbour gets 3 actions per town. No one has 300 eligible characters for whom a card can be left by a visitor. Factor in time zones--yes, some of us sleep and work outside the home--the dreaded haunted harp of Hades, and any number of other issues facing TS:TO! loyal players, and you will begin to see why cards are not being left.
By all means, try a pm or FB message (if you added through FB and have the right names for your neighbours), but if you wish to delete, delete. There are many other fish in the sea. I deleted people to allow them to receive cards from people able to do so since I can no longer access my town, thanks to the horrid harp, but I posted here that I had this problem (Neosec mentioned that he looks to the forum to learn the status of his friends), so neighbours who frequent this forum will see my plight and hold no hard feelings (I hope! :-) ). If you have no means to communicate, then do what you must to enjoy your game. It is, after all, but a game. . .

Not quite so time-consuming to visit them all, easier to be a good neighbor when you do visit, and easier to keep track of who is dropping v-cards on your town. To answer the OP, I've deleted neighbors who haven't played the game for a week or longer, but I've never used either town appearance or game level as criteria in deciding who to cut.
If they don't visit or play for a week or so, I usually delete them. Having a farm is automatic deletion in my book. In my opinion, It just seems cheap to me.
I delete friends if they have been inactive for at least 7 days. To me this means that they aren't serious players or have more pressing things getting in their way.
At this point I have a couple of friends who have Xmas secs on their houses and are not progressing through the levels, and I am getting requests from people in threads about town design - I have to delete someone in order to make room for others with who I have more in common.
If someone hasn't been online for over a week / 2weeks then I will delete then as they obv not playing the game, I always wait that long just in case they have been on holiday

If you go into your origin plugin in the game and look at the list of friends, you can see when they last logged in. I was curious if anyone had dropped me but they hadn't.
I was also able to see that everytime I try to connect and let the harpies play, it actually updates my last login time so it looks like I am still active.
Yes. Replace them.
I was playing at least ten times everyday. But now I have the Harp freeze and have not been able to play for a week. So as a good friend I suggest you replace me as I have no idea if or when I will ever get back into the game. Gather up your hearts and enjoy the game. It is easy enough to replace friends in this game.
