  Looks like they forgot to disable the task with the update. It's as if they try to introduce new bugs with each iteration.

  How is that a bug? What is bugged about that? Are you able to select the task and thus get Lisa caught attempting to do something that isn't available?
  
  No? Not a defect.
  
  My guess? It's a Premium Building. Since the theme thus far has been for Premium Buildings to be included in character tasks even when the item isn't in your town (example: Bart running away from Kang, anybody with the Observatory or Aztec, and Nelson with the shot-up car)
