By design or glitch?

I don't think the game logic considers the items you mention to be "in" the buildings; rather, they are "behind" the buildings.

I'll keep experimenting and see what I can come up with.
I'd have to see a series of screen shots or repeat the the effect you cite with my own town to believe this. I just don't think the game is set up to allow two objects to occupy the same space.
You're correct. There was a space between the buildings that gave that illusion.

I did a little testing myself. In one case I had almost convinced myself you might be right. It was very easy to see how you were fooled by the optics of the game.
Would have been neat if true, though.
