Because of various screen sizes and resolutions that will be used to play the game, the splash screen is probably designed in a way for the most important details and elements to be centered on whatever size and resolution screen you are using. The artwork and details to the edges are probably just background colors and filler material. If it is not needed, it will just be rendered outside your screen's range, and will just get truncated.
I didn't know that I was missing anything. I can say that I am willing to give up part of the splash screen for not dealing with any of the slowness so many others are complaining about.
I play on an iPad Pro and my screen view cuts off at Scratchy’s armpit. In other events little details on the splash screen that hinted about the event were left off but shown on android devices. This game started on iOS, but now we iOS users seem to be last in line

that's because the screen is 4:3 so it'd look really bad as the image is 16:9
My S9+ is the same cut-off as S9 (from your screenshots).
Both have an 18.5:9 aspect ratio (god knows why Samsung just made 'em taller for a weird ratio!!), but EA probably resize to fit as a 16:9 equivalent.
