Me too, twice. Checked my account and didn’t see the first charge so tried again. Then they both came through. Should we wait on EA or dispute with PayPal?
You may need to contact iTunes or playstore for a refund. It seems it was on the purchase side of the transaction so it may be easier to get it that way.
Also cant hurt, it has happened where you get the refund and the donuts are still restored anyways... here's to hoping good luck!

Add me to the list. Purchased 300 the game wouldn’t reload when I got it restarted no donuts, tried a second time, same results. I’m out $20 for 600 donuts.
From their support link above, it can take up to 24 hours, but they don't bar any mitigating circumstances like event launches. So I'm giving it up to 24 then submitting a report or dispute if nothing appears.
Same thing for my bf. $20 no donuts. He did the charge it to our phone bill thing. Got an email confirmation with a receipt and the little google play thing saying it was successful.
