Just guessing, but I think they will go with a Christmas theme set up. Maybe Christmas bows or snow to decorate towns with (to replace TP and eggs). ?New Christmas buildings?
As to keeping the halloween buildings, I would expect so as people have invested in them. Same as the Halloween characters.
I'd like the Halloween buildings to have different skins like the characters. So...the cemeteries could change to a Christmas Tree Farm...Bad Dream House to Santa's Workshop, etc.
What's definitely established is that the Halloween stuff will be there to obtain for a limited time, after Halloween they will disappear.The Halloween items you get will be yours to keep.
What isn't established and it's rumoured, is that you may be able to purchase some new characters such as Kang's mate Kodo's with your remaining treats, then the treats will be gone and Kang's tasks (if you purchased Ray-Gun with donuts) will change from treats to cash.
Also rumoured is new characters are coming after Halloween, for example Captain McAllister and his boat as a Restaurant.
These are pure speculative of course and will remain to be seen if it's true or not.

I really don't hope this doesn't happen. I want the cemeteries to remain intact. Same with shop of evil & bad dream house. These are actual locations in Springfield. So I don't want to lose them.
I want new holiday buildings but without losing my Halloween ones. There's plenty of room for both
I can't imagine having or using something like Marge's cauldron after Halloween, even though people paid good money for it. I also can't see someone loosing it just because Halloween is over.
I'm at 1000 treats now. I hope I'm not wasting my time collecting them. I wish EA would say something in regards to what's going to happen.

The last two ones might be the other way round...
