It's a mini game. If u vist a town there's a chance to find sideshow bob but recently he hasn't been seen for ages. But sherry has found him lol wahooo

People have said that he shows up in the tutorial, but I really don't remember seeing him then.

He does show up in the tutorial. I started several side towns for the Christmas Update. He showed up in all ten of my side towns.

Also, Sideshow Bob will stay in your town if you, or a neighbor, do not catch him. I had him in one of my towns for months, not sure which one now because I have abandoned it.

I wonder if there's only really 1 Sideshow Bob in all the world (unlike how each of us has our own Homer, et. al.), and the more people get in the game, the less likely it is anyone sees him.
