I'm having the same problem too. If you can close to the next bonus level, maybe try buying a load of weather stations without logging out to hit the next bonus level and see if that can fix it.
I would try myself, but my xp keeps resetting to 604 and I haven't got anywhere near enough money to hit 1.8 million by buying weather stations.
All three of my million-dollar-items are about to pop in a few hours, which will reap me a lot of XP, except I too am suffering from this bug. Every time I go back in to my town from either closing the game or visiting friends, my XP returns to 24,814 / 250,792.
It had better be fixed before the construction on these buildings finishes, I _really_ do not want to lose the XP they'll give.
Just don't tap the tick to spawn the buildings. They will stay ready and you should be able to collect the xp once this bug is fixed.
Bit of an eyesour leaving them as construction sites, but beats loosing all that xp.
The xp you get for completing tasks is also recorded, which is consistent with the 25 xp bonus for friends as these are all reward xp that you did not earn from tapping directly.
I'm guessing from this that the bug is an inability for the game to record xp generated from user actions.
Has anyone tried uninstalling and reinstalling the app?
Hard-closing using the task menu (the one that comes up when you double-click the button)?
I'm kind of afraid to try these with towns disappearing willy-nilly, but they may well be the first things that tech support suggests.

Already tried and doesn't work sadly. The issue seems to be EA servers not recording xp gains from houses and tasks. It's not something local wrong on your device, so not much you can do on our end will fix it.
The only thing I can think of that might work is if you bought so many weather stations or wind socks in one go that you max out your xp bar and reach the next bonus level. That might reset things on EA's end.
But sadly I'm stuck at 759 now, with the next bonus level needing 1.8 million xp, so no way I have anywhere near enough cash to give it a try.
Maybe if someone who has this and is still on the old 12k cap or thereabouts might be willing to give this idea a good and see if it works and let us all k ow either way.

Well, I'll enter my ticket and note that the troubleshooting doesn't work. They'll probably tell me to do the troubleshooting anyway. Sigh.
Stuck at 59 XP needing 243k for 3 more donuts. XP reverts to this number anytime I return from visiting towns or reopen game. Glad I got my 3 donut bonus before updating game. Hope it's sorted soon. Can't really play till it is.
I put all my characters on 8 hr tasks overnight and just collected this morning. Went into the neighbors window after all the money and XP autocollected and came back to my town. This is what I found:

Gain: XP - 24178

Same here, but I'm only getting the bonus 25 XP pts for completing 3 actions in a friend's town, not the individual XP for each house/building I tap.

it seems that only visiting friends the xp works.. but when the xp comes from our own it doesnt update.. some problems with the synchronizing....
