I went ahead and filled out a case via their help center (help.ea.com). There was actually an option for 'not leveling up', so I chose that. The more people that fill out cases, the (possibly) more attention this issue will get, so please do so.

Do you have much tapped out cash to spare? If so, maybe you can try buying enough weather stations or wind socks in one go without logging out to reach the 243k needed for the next bonus level and see if that resets the bonus level and allow you to gain xp normally again.
You can sell the weather stations and wind socks you bought to free up more cash, so depending on your multipler, it should cost around 1.5-2 million game dollars in total if you sold all the decorations you bought.
Seems like a lot, but I would happily pay that to start earning xp normally again.

Same thing happening and I posted sometime around 3 a.m. est or 4 a.m. est in another thread that this was happening too It's sad that this is happening to others as well as myself. It's not possible for anyone to keep their app playing even if they were home all day. People have lives and people also take potty breaks. I was thinking of wasting the 20 donuts just to speed up Homer and Lisa to see if this was a fix for this but I need my donuts for any prizes I want if I don't get enough wacking completed by May 9th just in case I can get the missing items I want. This has me hopping mad. Can't ever say something good about EA because they turn right around and backstab

This person didn't level up between screenshots, looks like. It was just the difference between the XP needed to hit a bonus level in one log-in (before the update?) and the amount needed later (after the update?)

I think the guy was just saying that his base xp requirement for the next level went up. Looking at his cash amount, it does not look like he just collected loads of xp from houses and tasks or bought loads of decorations to force a level up.
Since his xp has gone up as well between the two pictures, I don't think he even suffers from the xp reset glitch.
Lucky him but shame for us since he is so close to levelling up he could probably force it within the day and give us all an answer as to whether forcing a level up might fix this.

I am saving up money now so that I can attempt to force a level up. I have figured out that I will need 1057320 in game dollars to do this... I have such a low XP total bc I made sure to get my 3 donuts for XP prior to updating. Only have around 550k cash so the weather station/wind sock approach probably not possible yet. Also my game crashes so often now that I doubt I would be able to accrue that many XP before a crash.
Edit: So if forcing a level up is the workaround to my issue (barring a patch by EA), it seems I took the worst approach possible by grabbing the bonus donus prior to updating. In hindsight I should have updated first then leveled up, but figured I was taking the cautious approach being only a few k away from leveling up and with previous update glitches I figured I should go ahead and scoop the donut bonus first. Whoops.
On a side note I did notice that the 5 XP I get from finishing tasks and the 25 XP from town visits remains when I sync/open game. The XP from the 3 daily tasks and from the houses collected to accomplish the task did not remain.

I bit the bullet a minute ago and collected my yield - still came away with an extra $200,000.

I remember a while back my xp requirements kept increasing with each bonus round until it got ridiculous, but then EA posted an update and it has been capped at 12k since this update. I think some sloppy programming just reawakened that old bug with a vengeance.
I am not sure how you got over a million, but as a rule of thumb, you get about 1xp for every 10 game dollars spent on decorations, with the higher priced decorations giving you slightly better rates of return.
Even without any multiple, if you only bought weather stations, you only need around 832k without selling any of the weather stations you buy.
If you sell the weather stations off as you buy them, you get 25% of your money back, so you would only need just over 622k. Call it 725k to leave yourself 100k to make sure you get all three donuts if you are successful.
If you have a 27% multipler like me, you only need 490k+100k. Still a lot of money, but not quite as much as you feared so hopefully you can get there a little sooner than you think. And best of luck when you do have enough cash to have a try.
