I missed out on this the first go round so it appeared in my Santa's Wonderland MB. I won it with the first set of tickets I earned, placed it and followed the short quest.
It didn't do anything when I followed the prompt to tap it. Nor has it done anything when I've tapped it since.
What is it supposed to do?

It doesn’t do much of anything apart from a selection from 5 small phrases..if I recall properly it gave me the current time in Montreal (although I’m in Australia).
