Here is a new suggestion from @matulaboola :
I had the same problem and was just able to get in. Perhaps this helps, I hope for good. Go to your EA Account Security as shown above. Actually go through Turn On Verifications despite you seeing it’s turned off currently, you are stuck. Go through that process of setting it up, it’s a pain. Then Turn Off Verifications, this step is a breeze. Go back to the game, you’ll have to go through another pain in the as verification but that should be the last, no loop. I went back to the game twice now and no more verification.

Try this method. It worked for me and I haven’t had any more issues.
Force close out all apps, restart device. Now open up the game, log in with the code and you should be ok.
Here are some suggestions from EA if you are having issues with your codes:
Restart the application, via a force-close and launch (make sure it’s not still running in the background when restarting the app), and then requesting a new code
Restart the device, launch the app and request a new code
Keep trying!
When using Code Login, ensure the email address is correct, and that you are entering the code fairly quickly after receiving it.
You can also get your codes from another device such as a computer, so you don't have to switch apps and confuse it. Or enable notifications appear in a banner at the top of your device.
If you have an old email that you have no access to, you will have to contact ea. There is information they will ask you for to prove the town is yours. If you have your mayhem ID that would be best.
If anything weird happened to your town you will have to contact EA directly through the game.
If you have multiple towns, have the email forwarded from your other emails to your main email so you don't have to log in and out of other emails all the time.
EA is aware of this and is working on it now.

What better way to weed out all the old accounts whose owners put in a few quid when they were flush & the game was fresh but now their email addresses are defunct and they don't put their hands in their pockets anymore cos they've graduated to farming more donuts than they'll ever need.
There's been rumours & conspiracy theories about the game ending for years but EA have steadfastly kept it going so there's still money to be made off it, most of that income though will be from new-adopters, not from those of us who have been playing for 9 years and pumped cash in in the early years and now feel entitled to play for free.
It's harsh, but it's the sound business model, it just doesn't feel great being the dinosaur with the asteroid fast approaching.😪

Any word on if they plan to do this??? I can’t get into that old email to receive a code. I’ve tried everyone of my old devices that may have had it on there. I’ve tried every password and recovery question answer I can. I did a live chat with EA they said my answers were wrong even though I know the DOB, phone number, last card number I used to make an in game purchase. I tried emailing them with the same thing to no response. This is so disappointing I just want to be able to log into my town with my user and password and have fun as I was before :(
That's why I said IF.
Type your email in ALL CAPITALS and get an invalid code then type your email in all lower case and request a new code and the new code works

If you are still having problems with login, ask the chat advisor to do the verification of the account though origin page rather than ask for information about your old accounts.
They should be able to do it. This is what worked for 3 of the 4 family games that I have tried to change.
Tell them to do it this way!
Log in to origin.
Choose PC>report a bug>send feedback >put the number given by the chat advisor in the subject box. Fill in all the boxes. Send email. Get case number, give it to the advisor. Then give working email to change account access to.
Then fingers crossed that you can get the verification code and login to your game.
As I said it worked for me, mostly. Still out of 1 game but have secured 3,thankfully.
