Sideshow Bob sightings seem to be far more frequent durning Whacking Day than they were prior to that. And "whacking" Sideshow Bob in a neighbor's town does not take an action.
I actually noticed since the latest update he isn't as easy to find. Usually when the message popped up it panned the camera right to where he was. Now I actually have a minor challenge in finding him. Kind of nice.

I've got him trapped in my town. I think this is true because he spawned right where I had just tapped. I was lucky I didn't tap him by accident.
I actually had something very interesting happen today with Sideshow Bob.
I clicked on Lisa to put her on task, the box popped up but then Sideshow showed up which pulled my screen to the other side of my town. So I click on Lisa's hour task so that I could click on Bob.
After doing that I went back to check on Lisa to ensure the task registered for her, which it had, however...she walked right past the nearest KwikE mart to the other KwikE mart where my screen had moved to where Bob was.
I thought how cool would that be if you could open the task box, the scroll over to the area/item you want them to do the task at, click the task and then they walk over there.
Obviously this was kind of a one time fluke of some sort... still found it interesting.
