There is now a multiplier for the upper levels.

What does that mean? I also paid 245,000! I'm on level 30

    BUILDING COSTS HAVE CHANGED!
    1. Each building has a "base cost". This is the cost that is posted.
    2. After you reach Level 23, the price you pay for a building appears to be determined by your level. There is a multiplier applied to the base cost of each building. Here are the multipliers and levels.
Level 1-22: no multiplier (buildings should cost the price that is posted, in theory)
    Level 23: 1.3x
    Level 24: 1.3x
    Level 25: 1.4x
    Level 26: 1.6x
    Level 27: 2x
    Level 28: 3x

They moved it up. Should be:
Level 1-24 no multiplier (buildings should cost the price that is posted, in theory)
    Level 25 1.3x
    Level 26: 1.3x
    Level 27: 1.4x
    Level 28: 1.6x
    Level 29: 2x
    Level 30: 3x

but this is for like houses, kwikimarts story buildings etc where you are above the level of when the buildings became available
The cost for the level 30 buildings for level 30 people is the base prices.

They simply do this to make it take longer to afford the items at the top levels. Essentially, it's because you are at or near the end of the game, so they want to slow you down. That way the game has a better chance of keeping you busy while they work on the next update. Consider it a good thing.

I just got to level 30 the other day and my Military Antiques building is $249,000?! I'm holding off to buy it for a few days in hopes there will be an update and the price will go down a bit. ...wishful thinking I guess. ;)

That's what I have done with every building bar Skinner's place. Once new content is released building prices come down quite considerably!
