I have players that are lower levels. Either they can't start KL yet, or don't have the cash. Visiting their SF helps them, if I collect tickets great. If not, I'll earn them through tasks. Maybe not as fast, but I'm in no hurry. It's like SP, it's not going anywhere.
I always wondered... What does the handshake do? Is it more money/exp than non-handshaked?
If a friend graffitis one of your public buildings you can collect some xp and cash from a building that normally gives you nothing. On other buildings it lessens the time until you can collect again, which is why it's better to tap a higher level building like Wolfcastle rather than Krusty burger. There may be more to it, and possible someone else can explain better than I.

You got it right
The handshake resets the timer so you can collect quicker. That's why tapping on the Simpson house is useless (or brown house, Kwik E Mart, Krusty Burger) because they reset so fast.
