I think the app store developers' guide did say that there is a delay between the developer releasing the update and it showing up in iTunes (though it didn't say how long).

I am still of the mindset that it will be during normal business hours in case anything goes wrong, but who knows.

At least one company got their Midnight release available on time. Looks like Skyrim's Dragonborn DLC got released just now...something to do while waiting for the main event of Tapped Out.
