My advise is just be patient, with all the tasks ATM there's probably a back log that you will need to get through.

I'm trying to be, it's just that for the last 4 days I've had not one Halliween quest open, it's halted with the need for the gilded truffle and the only sideline that opened was count Burns which low and behold has also stopped in motion because I need the hospital. All I seem to be doing is sending my characters off to the shops or to go trick or treating....the task to get Kodod hasn't even kicked in, it's like a dead end of nothing to do.

I had the exact same problem and waited 2 days for the quest to continue. I had to put my unisex hair salon in storage, take it and place it, then send Marge to it. The quest then kicked in where Marge had to clean, Marge and Homer had to dine at the truffle. Thankfully once the tasks were done I could continue the Halloween quest.
