Select the house, and swipe, same with character skins.

How do you get skins then? Do you have to buy them with Donuts?

I'm at 9 of 10 lighted houses. So I need to win another with a spin to complete the quest?

What about getting skins for each of our multiple blue, purple, etc. houses. Players (farmers) last year had lights for each of their 50 or whatever same type houses. I think us newbies are outa luck!?

There are skins (i.e. lights) for all of those houses available as prizes in the wheel.

    Simpsons House
    Flanders House
    Skinner House
    Muntz House
    White House
    Brown House
    Blue House
    Purple House
    Pink House
    Orange House
    Krabbapel Apartment

Once you have the skin for each particular house type, you should be able to go activate it on each single house of that type. You'll have to do it one at a time though. Activating the skin on one blue house doesn't activate for the other 49 that are the same color. Basically, if you have 50 of the same color, you'll have to activate the skin 50 times to get lights on all of them.

Whenever I won a skin playing the wheel, it was applied automatically on all my existing houses. Only on new houses did I need to manually set the skin.

Ah yes, I recall that now, thanks. Sorry for the confusion. I had all the skins from last year, so I had to go back through and turn them back on individually. Now that I think about it though, the Skinner house did automatically change when I got the skin from the wheel.
