Righteousness rating went from 5 to 1 in 4 hours!

It happens to me every few months out the blue, just drops no reason that I know of.

Build training walls I believe they increase righteousness

Are your criminals roaming about or doing other tasks that doesn't have them in jail? I've noticed if they are doing other tasks my rating will drop.

Just keep buying training walls until you are back at 5 stars, it wont drop again after you have done so. You can easily hide them behind buildings.

The best permanent fix as well

As said above, the best way to maintain full righteousness score is to have an obscene number of training walls.

As to the reason why it drops, it is because some of your neighbours cleaned the graffiti left by some other neighbours. When you fail to clean the graffiti in your Springfield (and hence identify the perpetrator), your righteousness recedes.

I believe you only need about twelve or so walls to stay at the five star rating. That's about how many I have and my righteousness rating hasn't dropped in months.

This happened to me too! I think it has to do with graffiti, because I added a neighbour that almost all the time graffitis my buildings and then my rating dropped.

My righteousness used to drop all the time, without any rhyme or reason. It often seemed to be right after I leveled up, but that wasn't every time, so I'm not sure if it was really related. And I would sit and wait and wait for someone to spray graffiti for me to clean so it could go up again, it was very frustrating.
Now, I have training walls surrounding Fat Tony's house, plus one behind Herman's shop. Something like 18 of them, I think. I don't know if I need that many, per se, but I'm fairly pleased with how it looks (most of the time) and my rating has never dropped again.

I occasionally notice a Sideshow Bob running around a neighbor's town without any notification (nor focus following him as it usually does when you leave and re-enter a town after a notification). I assume if that happens without you seeing and tapping him, it also causes a righteousness drop.

Training walls are the best way to deal with this indeed.
