yes--- it does actually! you get a pop up message at the end of your run of puny 1 heart visits saying that you've reached the limit for the day but to please feel free to keep visiting the rest of your friends! (ha)
Oh does it? Thats a shame, i was trying to visit all my friends last night but got logged out and couldnt get back in to finish visiting. That is a proper shame you cant collect hearts from all neighbours

I think the new heart decay is stupid... or it decays way too much too fast. Is EA actually trying to discourage us from playing the game? The last 60 friends give less than 1/3rd of the initial 40!
One of my neighbors put a number in front of their name so they would be first on my list (after "Other Springfield). Sneaky sneaky lol.
Also, a quick observation: I was visiting friends around 11:00 EST and I was at my 1-heart payout for the next 127 actions. Well, I started to get busy with work and left my game (with about 118 actions still left on the counter) until I was able to get back in again around 2:00. When I went back to visiting friends, my heart count was back up to "5 hearts for your next 27 actions" It was as if it reset itself without me having to hit the limit.
Does the heart limit also apply to my own town? Thus, if lots of people visit me and leave hearts, can I still collect them even though I reached my neighbour visiting limit? Or is the cap applied to the combined totals of my town and neighbour visits?
Everybody that has done the rose quest will leave hearts. They might not get that last one but you will

You don't get it? If people want to visit their best people first, they can. You don't have to go in order & everybody who is able to leave hearts can. The last person still gets hearts but you don't.
I really think it would be a lot more fair to go "Forward-arrow" and " back-arrow" on alternating dates. Forward on even-number days, backward on odd-number days, for instance. "A" people like me would be almost certain to get visits on "forward" dates and most at risk for being unvisited on "backward" dates. Just the opposite would be true of the "Z" folks. And those "M,N" folks in the middle would have a fair chance of every day, though not always certain, since its probably down to two or three hearts by that time. But they would avoid the risk of those at the extremes.
Not a perfect solution, but at least it's a start. (Notice I'm saying this as an "A" person.)

So, If all your 100 friends visit you, and you visit all of them, would you not collect 1200 hearts a day?
With 11 prizes on the wheel, you have the potential to clear it just 2 days. What's the big rush?
Not all my friends have 100 friends to visit. Do I just say "tough luck" and quit visiting when I'm no longer receiving what I think I'm entitled to?
I think not. If I can help somebody else by giving them a few minutes of my time each day, which is what I consider accepting a friend and being a friend is all about, then I'll tap that last friend on the alphabetical list, regardless of what benefit I may reap.

Mine's reset for one town, too. But it wouldn't reset for the other.
