I find that about half .. maybe more .,. of the towns I visit don't have any cards to tap. Frustrating. This doesn't feel like playing a game. Feels like hitting a wall.
I have a neighbor who I know has not played since before Halloween and I can tap his peeps. Nothing to do with having the update. You kicked people for no reason. Oops.
Either your friend's haven't updated, or they haven't checked their game in a while. Lotta people are having problems logging in, so they can't go in periodically and clear the cards they've received. Near as I can tell, each character can only have one card at a time. And only 2 NPC's can give cards. (candy Kelvin and The Snow Monster) So, if the town owner can't log in and clear the ones they've been given, then, eventually they'll run out of available characters to have friends tap on.
(84 potential tapable characters to give valentines to, each visitor gives 3, so only 28 friends can give until the town owner claims them)
I guess I feel that while I'm there I should be able to tap something. There are no dollar signs or thumbs up,. Nothing. I don't want to keep checking back. Saying that people in school or work don't have time is right .. I work all day. It's just my day off.

I hear ya, I'm home all day and I'm bored because there's only so much to do. I don't boot people off unless I can see they aren't playing. Make room for people who can use my sf & benefit from me visiting
That is because they have not updated to this fine V.D. event. I've booted 10 neighborinos because of this. Now I need new friends. Waaa waaa waa.
WRONG. I have friends who haven't played in months but had cards yesterday. They need to tap the card you left for you to see it again. In some cases it's just that the person works and can't keep up with 100 of their neighbors tapping their characters. Doesn't always mean they're not playing though

I don't particularly mind it, I just move on to the next town and come back the next day to keep the visit times on schedule.
After 40 neighbors, you're only collecting 1 heart per action, so it's not a big deal if you're skipping some towns each day.
And yes, I think most of these towns just haven't updated yet. I can confirm that I wasn't able to give my feeder towns valentines until I updated with them.
i know its not because people havent updated. one, my feeder town was unable to tap any of my real towns people and two, i have a couple of friends i cant tap anyone on either, but at the same time i see several of the VD wheel items in their springfield. my only guess is it must be because they need to relieve their characters of their cards. i was gone all day yesterday and unable to check in. when i got home all of my characters had cards to tap and collect. i figured this when i collected all my cards and my feeder was finally able to tap my real town
I feel your pain, op. I visit every one of my 100 friends during events and when 30 of your friends don't clear their cards/presents/whatever, it puts a damper on things. I don't want to have to go and revisit everybody all over again, every other hour to see if they cleared out everything. I just don't have time right now. Sucks because i'm a loyal neighbor and I want to visit every day to help my friends out.
I have booted about 10 so far, I could tap yesterday, but they have not cleared their cards,so I can no longer tap their town. I checked a few things first, were they growing roses? If no,that was an indicater they are not playing. Did they have any new valentine item? If no,the May be done. Did they get the duff blimp? If no,again they maybe done. If all three of these were a no,I booted.
I can replace them with new friends who really want to play every day.
There are a couple of towns I suspect had the town switch with the last level update. I left them in hopes they will return,a couple of them had magnificent towns and played every day. Since that fiasco, nothing.

At that rate, by next week you won't be able to earn any more hearts by visiting neighbors as they've set this event up. Then you can just forget about it and quit worrying so much until the next event starts.
Look on the bright side: the hearts only earn you tacky pink junk that will sit forever in your inventory anyway.
To me, that's the most annoying thing about the update. It doesn't seem right that I can enter a friends town and have nothing to click on without knowing before entering. Previously even if friends had tapped all their buildings there would be at least 3 I could tap for $ and xp.
It doesn't seem right that I'm penalized for other people not being active players. Even if I can't collect hearts from people at least make buildings open to tapping. It really grinds my gears when I visit a friends town for nothing.

Meh, I'm not worried I just want to be a good neighbor to my friends... I'm also somewhat of a completionist so I try to maximize my tapping/collecting while I'm at it lol. But you're right about the stuff sitting in my inventory, it will most likely be there unless I can find a way to incorporate it in my town somehow.

It is more probable that the problem is simple timing. I have almost 80 characters. That's almost every premium character available. Most people have far less. I have almost 100 friends. My characters can take taps from 26 friends before there is nothing to tap. First impression from those stats would SEEM to tell me that if I visit four times per day, everyone will have characters to tap. Problem is that players (and human beings in general) tend to be in geographic clusters (eg, more people on the east and west coasts than in, say, North Dakota time zone.)
life patterns are pretty standard -- very few adults or students could come in during work/school hours, and most people sleep sometimes. That leaves a few blocks of time when the majority of them will visit. I cleared out my town several times today. Most times there had been two or three visitors. But then this evening I was away for forty five MINUTES, and returned to find every single character tapped.
I have no way of knowing how many others visited during that forty-five minutes, only to find nothing to tap. And they have No way of knowing when I had cleared it out last. For some, it would appear that coming to my town to find nothing to tap meant I was one of the Not Active Players y'all are talking about. And it would, as you so well described, grind their gears. That's what happens without communication. Mistaken assumptions.
What time of day are you making your visits? If the answer is that it's after work or after school, you're one fish in a very large pond. If it's early in the morning, you're getting towns that haven't been cleared out yet from overnight visits.
Hopefully over the weekends the visit clusters won't be so tight.
Good luck! Just try to understand that things are usually not as they seem to be.
USA/UK Race To Throw Country Into Utter Chaos = TOO CLOSE TO CALL
I'm an obsessive player and I haven't been able to get in my game since 10:00 this morning. It is driving me nuts. I am missing a day of cards. I already had to visit at 1 in the morning because it kicked me out right after I harvested the roses. They really need to make this update more stable. Ever time I log in it says my game wasn't saved properly, which isn't true.

yeh its a waste of 30seconds each time i go to a town like that
but if you have enough friends you'll have more than enough towns needed to get a few spins each day
No, it's because they need to clear their cards more. Kids in school & a lot of people working can't do it as often.

I think ill survive.
It has to be a glitch, because I have other accounts that I keep up with and the Valentine's cards down show up half the time there either.
