I don't think the rumor is true, but one of Cletus' new tasks is "self medicate" and I seem to recall some questline dialog (Christmas? Halloween? I don't remember) where Cletus pretty clearly indicated he was doing meth. I don't think EA would go so far as to have players 'virtually' cooking / growing / dealing that kind of thing, but they sure haven't shied away from showing it as part of Cletus' life.
