I got that quest but I don't remember what the pay out was. All I remember is I had to collect from shops ten times.

The payout is not a donut. You can use one to speed it up, but it is only cash and xp like everything else.

Yup, if you click on that donut it takes one away from you and finishes the quest immediately. That's not a reward button, that's a speed up button.

What happened to me a couple of days ago was that I had both Lisa and Homer cleaning up Springfield, and I received one donut for no apparent reason. Just appeared out of the blue.....

You can receive donuts for cleaning up. Rare, but it happens.
