You are over thinking it. I have no issue dumping non players or people who aren't overly active. I clear house mostly during events as I'm looking for like minded people who play and help out. I don't give a second thought to dumping people.

I really only do this if I need space for another friend and someone has clearly not been playing a long time or they neglect their tone for long periods, no design or something just clutter but Loy's of these friends been around a long time try to keep a few open also
I wait 2 to 3 weeks before deciding if I want to delete a friend. If the person has a great town, I might wait an extra week or so, otherwise I move on.
I usually go AT LEAST a week of inactivity before I fully commit to an Unfriending.. At the moment though, I have 5-10 friends that are inactive but I'm not going to unfriend because I'm sure they are probably still locked out of their towns with this glitch that is still lingering,.. Like many other people have said! Heheh!

I'm usually at the 2-3 week mark, sometimes longer... But usually not. At a week or so, like lots here said, they could be on vacation/holiday. Even if you have your device, you might be too busy to use it.
Anyway, I deleted a few people recently, so I'll be adding more soon.
I wait and seem to see a pattern of people not playing for a week then two weeks then I delete them ,I have a few places left on my friends list as I deleted those who stopped playing ,as it is time consuming for myself to have 5 town that have nothing to tap ,I do like having players of all levels as I look at there progress as I visit ,I seldom tap and dash
It's interesting how this game appeals to and enables the varying degrees of OCD nature in some people. Lists, inspections, standards. I somewhat enjoy it on that level as well.
Of course I'm also lazy and undisciplined so it kind of balances out.
It depends. I tend to only unfriendly in events. If I can't get anything out of your town in 48 hours in an event you're gone ( keeping in mind I check three times a day). During none events I don't care. Things usually clear up eventually.

One thing someone said there was to hide friends that are inactive for a while (it can be either because of the glitch or because of holidays).
I will now hide them for 3 weeks or so (we do have a lot of holidays in Europe 8) ) and then have a look again. If I see nothing has changed I'll delete them.
I have two neighbours who used to be forum regulars that haven't played since the Valentine's update. I can't bring myself to delete them.
When it comes to neigbours I added randomly, I don't hesitate to delete them if they haven't played in a few days and I get requests from other players (especially forum regulars). Maybe they are on holidays, but they'll find new neighbours easily once they're back.
Sent out a few friend requests yesterday afternoon. By bedtime all had replied. When I visited Springfield this morning 1 had left :-o

Maybe they were friending people, visiting for the points, then unfriending them, and replacing them with more friends to get more points...
That strategy doesn't work, as there's a limit on the number of FP one can earn each 24 hours. It's better (and much easier) to have a full neighbor list of active players, rather than to keep adding and deleting players.
For the original poster, my question to you: do you always have buildings available to tap? I have deleted a few neighbors over this issue...I can see they play regularly, but I've not found buildings to tap, even when checking back several times later in the day. Or there will be one building, and I'll need to return two or three more times to tap again. Just remember, the more friends you have, the more buildings you'll need to accommodate them. My advice is to build a neighborhood of houses, so your neighbors can visit successfully. If you are short on cash and time, build brown houses as they are inexpensive, take only 12 seconds to build and regenerate in only 5 minutes after you clear the handshakes. And be sure to clear your handshakes often!
Before the eastern event I didn't delete anyone but I did notice that some neighbours towns are always empty. After the Easter event I noticed that one hadn't played for six months.. So he went. Now I wait for a month ( if it's an old neighbour ) but if it's someone I resently added and they haven't already visited me or played at all for a week, they are off my neighbours list.
I wait about six weeks. but I aso check when they last logged in. If I see they've been logging in but not visiting my town then they go straight away.
As long as I can tap something I'll keep you as a neighbor. If there's nothing to tap and you haven't signed in for over a day then you're deleted. I've been lax on this since the post easter update mishaps but once the holiday weekend is over (tuesday morning) I'll be deleting inactive people again.

There are forumites (and former forumites) who have been extremely kind to me, or have just been consistently great neighbors, and I would feel bad about dumping them. There's actually one who I currently cannot visit because his town crashes my game, and I still wouldn't delete him. There's also my BF, who I of course wouldn't delete.
Otherwise it depends on events. If someone regularly disappears, they get a week. If someone disappears during an event, they get a few days, bit longer if they're a forumite. If someone played regularly and then disappears and it's not an event, I'd give them a month.
