My daughter's account has the same problem. I received the offer but she did not. We use iPad devices. I've submitted a case to EA for clarification.

You might want to try force closing the game or restarting your device. Sometimes things don't get triggered after an update until I do that. Didn't work for me in this case, but it's quick and easy. I wouldn't recommend a reinstall. It's more of a hassle and doesn't seem to be fixing anything for those who have tried it.
At this point, I'm going to wait a bit and see if Gil shows up later.
