if you are in your town at the time the costumes are automatically applied. otherwise, you have to "use" the costume in your inventory. at least that's how its seemed to work for me.

I`ve just uninstalled the game, reboot the cellphone, installed the game and wait to login until all the updates were downloaded, and still don't see the wiggum skin
