Do I have to buy the Springfield Downs?

I understand not wanted to spend the money, but not sure if it's required. You could always build it then store it, and if someone needs to be sent there (Krusty, Homer, Fat Tony to recall a few) you could pull it out for a couple hours.

You are required as you get prompted to build it. Any Building that the game asks you to build build it because that could stop you from completing later quests
There are a few buildings you don't have to build. Springfield Downs also gives you a chance to earn money.

Yeah you have to buy it. I hate the building too. It's big and awkwardly shaped. The only benefit to me is that you can send people on tasks there that are not otherwise available.

I do bet once in awhile but i've only won twice...

What!? I win about 10 times a week. I've even won that 99/1 twice.

The only times I've won were the first time during the questline and then once I won the $40k

I always bet on dog biscuit and win frequently. I suggest to pick a dog and always bet on that one.

Springfield Downs have the most variety of interactive tasks with characters, both old & new... I won't store it in inventory, because it opens up so much tasks with so many characters...

Chief Wiggum: Collect Bribes - 4h
Fat Tony: Fix Races - 2h
Homer Simpson: Visit the Track - 3h
Joe Quimby: Collect Bribes - 4h
Kent Brockman: Play Poker with Krusty - 2h
Krusty the Clown: Visit the Track - 3h
McBain: Find Intel at the Track - 16h
Moe Szyslak: Visit the Track - 3h
The Rich Texan: Visit The Track - 3h
    Tom O'Flanagan: Visit the Track - 24h
Chester Dupree: Prepare for a Job Interview - 24h
    TSTO Completionist since 2012

I had a period where I always voted for the 200 k one. Then I won 2 times.
