I've got notifications turned off both in my game AND in my device settings for this game, and I still get the notifications.

Also, on my device there is no service programs for TSTO. So I only get the notifications when I fire up TSTO. :-)

Another amusing thing...

If you have multiple towns, or multiple people playing on the same device, then you can get notifications for any of those towns. Yeah, I know that is obvious, but first time I saw it, I was like "Who the * is this person visiting my town?"

What device do you have? I have never once received a notice that someone visited me, but I always receive a notice when a task is done (iOS).

I haven't really messed with mine lately but it notifies me of everything. I've been meaning to turn them off. When I first started playing my phone would only notify me about tasks and never notified me of neighbors visiting or anything which was great. I don't know how that happened or why it's different now but I'm definitely sick of notifications. I'm going to turn them off all together.

Both mine have been, and are off. I want zero notifications. Often get the visitor notification, none other. Think they started with the valentines event. Probably an android only issue.

Yes, they screwed up the notifications on the Android version of the game a few months ago. If you want only TSTO notifications disabled, it is easy to fix this.

Find the TSTO icon, long press it, then click on App Info. Then, uncheck "Show notifications." That's it.

Note that while you are inside the game, it will continue to give you annoying popup notifications. But, at least it will stop bothering you when you're not playing.
