• @ Bee Decoration limit is not a huge issue, my town has passed 5500 but still no difference in maintenance. @OP I've been in your spot, what I did when I did my total redesign is start with the residential area (all the coloured houses) then after I had decorated all of those I moved on to the other buildings. • Basically you make a 21x21 square Then you do the pattern where you put road going 1 space inwards on each side. Lastly you put pavement in the middle part if you wish.
