I've had new friends access my town (Valentine cards from them) but have been unable to access their towns because they "aren't updated". I'm sure due in part to the mass updates and strain on Origin due to new accounts.

I'm level 22 and he just appeared for me yesterday. I hadn't done anything significant (quests/purchases/buildings) immediately preceding it, so I don't think there's necessarily a trigger event (though I imagine already owning Santa's Village deactivates it).

After 8-10 hours, no update and no free donuts, but I do finally have access and they were kind enough to give me all the hours of work for my buildings but not rot my tomacco.

Blue houses work well if you have to work and don't have WiFi access for your iPad - collect before bed and then again when you get up (8 hours). I'm beginning to think that the servers are run by a real life Homer Simpson. We just don't hear about it in the news because servers make smaller explosions than nuclear power plants... but somewhere, some poor soul is constantly having to rebuild the servers because of someone else's incompetence.
