But what about a playable character / building hybrid? Bill and Marty would have outdoor (read:visible) tasks around town. It would just be that when they are not on task, they would be in the radio station. Not wandering aimlessly around town.

Two ideas among many - 1. Player Brain Trust - something of a test panel, or idea consortium. This forum has some great minds offering great ideas for items and gameplay. +1s all around. Fingers crossed on Truckasaurus (Whacking Day II ?) along with Willie's Tractor? Pathways for sure. Seems easy enough for EA to make those Squidport boardwalk sections usable over the rivers - instant bridges. And where are the gates?! All fences, no gates?
