I know this is an old thread, but I'm just now stumbling on this issue. I'm level 48, Krusty is free and at Krustyland, and this quest isn't appearing. I bought the Scratchy/Poochie balloons a while back, not sure if that caused a problem. Any advice? Also, I don't seem to be able to progress in the Seaport questline…
