• I believe the town's you're seeing it in probably has Willie on task in the hotel. If possible,try your town on a different device. If you're unable to get access to a different device,maybe just sit through the hotel's animation cycle in a neighbor'eenos town,and see if it blinks out for a few seconds.

• Their Hotel is visible to them,you just can't see it. Are you on an HTC device? I can see it on my Samsung,but not my HTC.

• It's still a glitch. Kinda like the "Death Drop" in Krusty land,that is about four years old. Don't hold your breath.
