I was experiencing the same problem, my blue line was exceeding the amount needed for the track. I just went to Krustyland as a post stated, and yes, that opened up the prize for track. So, now let's see what happens next.

I lost Mr. Teeny too, since reaching level 51, with the latest update. The task for Krusty to walk Mr. Teeney is gone, now too.
