• I had this problem First put the cooling towers and mr burns in your inventory. Visit a friends town. Restart game. Put cooling towers back and then mr burns task was ready

• I found a fix for me. 1st put the cooling towers into your iventory. Mr Burns will disappear. Then go the an other springfield. Do a task there. Go back to your springfield. Place the cooling towers back and mr burns should appear infront of them with the ! above his head ready to start the next part of dr hibberts story.

• I had the same problem. Followed the steps above and mr burns had a ! mark to start hiding waste.
