• Not sure if this has anything to do with it, but I'm lvl 45 and my Princess Penelope quest popped up after I built Itchy and Scratch's studio. I had a quest to build it, and after I started building it I got Krusty's quest for the Princess Penelope and the wheel. Hope this helps.
