Exact same issue here. I'm on a Nexus 6. I expect this is some compatibility issue with ART. I expect that when they did the Terwilliger takedown, they reverted some code that got rid of the previous fix.

I noticed that too. It was definitely a new permission. I wonder if maybe it's in preparation for a new feature. Maybe they've got some location-based features in the works. That would be pretty dang cool, although I can't imagine what it might be. Maybe they'll add the ability to search for new friends in the area.

Absolutely. There needs to be some boardwalk tasks, and that would be a great one. Rex Banner should also shop at the Crypto Barn. It's not in the show, of course, but it seems like something he would do.
