Challenges not tracking

Hello.

This is the 2nd time I have noticed this.

When im repairing vehicles with a repair tool im not getting progress on Challenges that require repairing vehicles. ( the player was in a vehicle, it wasnt unoccupied and the vehicle was missing health )

Is there an explanation why?
