Half the time when using the firing range after the new update the targets don't reset. The bug is kinda funny because they stand back up when you look away and immediately fall back down again when you look back at them.
Specifically, this bug occurs when you knock down a target, then look away and stay looking away during the time when the target would have popped back up. Then the target will pop back down every time you look towards them.
If you look away from a knocked down target and then look back, you will see it pop up then back down.
This bugged behavior can be reset by exiting the firing range.
They don't reset after being knocked down twice. You don't have to look away.

I've also noticed that this bug will also occur if you shoot the target while it is still down. So you don't need to look away to trigger this bug.

The first time it happened it was a little spooky.
I have the same problem, but for me it started after the latest patch
