I'm having the same problem. It takes a very long time to kill an enemy (TTK) and I usually die instantly (TTD) whether from afar or up close.
I shoot first, I hit, but I die instantly. I hardly had this problem in 2042. And since BF3, I always have the problem of dying right after being in cover.
