[PC] Deploy screen FPS capped at ~30 after Season 1 update (Steam, AMD GPU)

I updated my CPU Bios and the frame drops disappeared.

It has nothing to do with the bios and it is not a frame drop, it is a limit they put in the deployment map menu after you die, it is only limited to 40 fps, after spawn it goes back to 100+ or whatever and you see a huge lag spike in the frametime graph..
