Performance deterioration in multiplayer only. Game works worse. CPU bottleneck.

Game performance got worse and is now awful in multiplayer. There's some sort of a CPU bottleneck which is being triggered in official multiplayer servers. Portal and everything else works great. I tried ALL available fixes up to today's date.

One of my buddies experiences a similar issue:

Something's up with the servers or the game is causing this due to an error loop? Please help. I don't want to buy a new CPU.

    Yesterday it was working fine, but I see that a "minor quality of life" update went through today so maybe there's a bug there? Performance is horrible today no matter what I have my settings set to.

    4070ti Super, i5-12400f, 32g 3200hz 

    I seem to have fixed it. I removed Medal tv and rolled my nvidia drivers back, did the user.cfg trick and now it seems to work perfectly fine, 60-120 fps.
