Screen flickering and changing, and L85A3 casing issue

Randomly during play, my screen will flicker and blur and put these very dark rings around my view. Similar to that of a tank sight yet I'm not in a tank. This will go away after a few seconds; however, it constantly returns. Doesn't matter the map, weapon, team, location. Completely random. Also, I purchased a cosmetic for the L85A3, this cosmetic caused the shell casings to be ejected straight up through the optic instead of out the side like normal. This is incredibly frustrating as I paid for a cosmetic that I cannot use.
