basically i cant get a new driver at the mid season and at the end of a season when the contract is up i have brought this up with the help services. basically the game is unplayable at this point because there is no real progression for the team

yeah they wont fix it either they already said there is no fix for it so it seems like they wont even try and look at it.
I'm seeing the same problem on my game, there is not function to approach and negotiate with a new driver in the driver market.
Did you get this issue resolved at all?
So this is the same brick wall answer as not being able to display your trophies and other issues. Glad I didn't pay full price for a game that sadly is not full value.
