Cannot substitute players
Hi, I can't substitute players of Germany team when setting up the team strategy.
Ideas
I'm experiencing the same issue.
In addition to the German national team, the Dutch national team also encountered this bug.
It appears to be an issue affecting only specific teams.

Here's the video.
Oddly, the bug has stopped happening with Germany and the Netherlands, and is now happening with Spain. It seems the affected team changes based on the circumstances.
